Depth of gravel fill for cement pad?

Depending on how much cement is going on too you generally use 3/4 clear stone (technical term for gravel) it is generally suggested to jump and jack 12-18 inches from the grade (dirt) so what you would do is dig down 12-18 inches then use a tamper to tamp down the 3/4 clear stone and make sure it’s solid enough for the concrete to not move or crack down the line.

I believe you were referring to a concrete pad. As cement is just a binding product that is used to create concrete.
3 to 4 inches of Hpb is best.
