We have had a survey done. If we put the fence up one inch over our side will that be enough? We have asked the neighbor next door if they want to contribute and they do not., Do we have to have a permit to do put up a fence?

The basement of our house has been professionally water proofed and has a sump pump. This wet spring small amounts of water appear to be coming through the walls .
