How can I confirm where my property line is?

I've looked at my property deeds but there's nothing about who owns which boundary. The fences between my yard and my neighbour's are causing a huge headache. My neighbour says he bought the fences around 20 years ago, way before we moved in. Now they're falling apart, but he won't let us repair or replace them. I'm not sure who actually owns this boundary. Any ideas on how I can figure it out?

Can I install vinyl flooring over existing laminate flooring?

Just moved into a new home and I'm really not loving the colour of the laminate floors. Is it possible to lay vinyl flooring right on top of the laminate? Asking to know if can avoid taking off the baseboards and removing the laminate.
