Extension to semi detached house in the backyard

Hi, I live in a semi detached house in North York, Toronto. Is it possible to extend in the backyard and build another room? Also if a terrace can be build on top of that room which can be accessed from the room upstairs? Another question is if it is allowed to build a room at the place where currently is my garage (at front of the house) Thank you.
