When covering up staining on a kitchen ceiling is it usual to use a oil based paint?

You don’t always need oil paint as it smells harsh for awhile. You can prime it with a paint specifically made for blocking stains, latex based. Then repaint with a flat white or whatever your ceiling color is. You need to be sure that the ceiling was not painted with an oil based paint previously as latex won’t stick directly. I always try to prime areas regardless to be sure that the paint will indeed stick. It is a bit of a process but is doable.

Insl-x aqua lock waterbase is a good option.
