In most cases, you do not need a licensed tradesperson just to open up a stair wall and install an open-side railing. A qualified carpenter or general contractor can typically handle this type of work.
However, there are two important things to consider:
Structural support:
Before removing the wall, it’s important to confirm whether it is load-bearing. If the wall is structural, you may need an engineer’s assessment and a proper header or beam installed.
Building code & permits:
Any new railing must meet local building code requirements (height, spacing between balusters, strength, etc.). Depending on your municipality, a permit may also be required for structural changes.
Summary:
If the wall is non-load-bearing → a general contractor or carpenter is sufficient.
If the wall is load-bearing → consult an engineer and obtain permits.
