Pull back the insulation and install sheathing in between each rafter to hold the insulation back from blocking the soffits. Styrofoam baffles are usually too flimsy to hold back the insulation.

It is tough if the insulation is buried into the soffit. Hopefully the builder was atleast kind enough to have fiberglass batting in there so its easier to pull back. If not and it is blown in depending on the pitch of the roof you may be able to scoop it out with your hands ( ive had alot of luck using tools such as mini hockey sticks to help scoop) But once it is cleared install baffels into the soffit and they will work great, so long as you use a peice of batting to block the bottom of it because loose insulation can still fall into the soffit.
