Depending on what the material is, I would assume its concrete, I would use a masonry paint, or even a concrete stain. Concrete Stain: Penetrates into the surface as concreteis porus it reacts with concrete to color it. You can get water based or acid based. Masonry Paint: Coating formulated for porous masonry (block, brick, stucco, concrete). Its breathable, and alot more flexible. Exterior Latex Paint is ok but latex sits on top of the surface so remember that for high traffic areas. And remember PREP IS THE MOST IMPORTANT STEP!
