Can I install new vinyl flooring on top of the existing one?

I've got some old vinyl flooring that's still in good shape, no rips or anything. Can I just install new vinyl right over it? There's lots of space under the doors and where it meets the carpet in the other rooms.

Extension to semi detached house in the backyard

Hi, I live in a semi detached house in North York, Toronto. Is it possible to extend in the backyard and build another room? Also if a terrace can be build on top of that room which can be accessed from the room upstairs? Another question is if it is allowed to build a room at the place where currently is my garage (at front of the house) Thank you.
