Install garage organizers: Tire racks on a concrete wall

I have this one wall in my garage that needs to be better organized. I would like to clean this up, which I can do, but I’d like to start by installing tire rack for 8 tires and also to accommodate a kids bike or two. The wall is 8.5 ft wide by 7.5 feet tall. And has a door opening inward that is 30 inches wide. As a side project I have purchased some proslat panels and could use some help installing them on one of the side walls. Thanks.
