Paving and interlocking stone: Repair; Garden or patio; 160

We have a small backyard patio, approximately 160 square feet, that is currently paved with non-interlocking concrete pavers. Each spring for the past several years some of the stones have been sinking along the edge of our deck (see attached photos, although the shadows make it a little difficult to see clearly). The patio appears to have been built on nothing more than compacted soil, with no paver base or proper drainage, and it also appears to slope slightly toward the deck, so we believe rain and melting snow are running that way and causing the stones to sink as the soil eventually gets washed away under the deck. We have pulled up the affected stones and filled in the voids with gravel and paver base, but the same thing keeps happening each year in the same spot. We are seeking expertise and assistance with identifying and correcting the problem by regrading the patio area, installing a proper base and drainage, and then re-laying the patio either with the original pavers or with something new. There is good access to the site down the side of the house. We are not in a huge rush to get this done, but we would like to complete it by the end of the summer or fall so that we don't have to deal with this again next spring.
